Position Summary
Manage the work, resources, and activities of the Load Research unit. Coordinate the development of policies and proposals that ensure an accurate and effective load research and analysis structure to meet regulatory requirements, satisfy customers, and adapt to a changing utility industry. Work directly with the Director of Load Forecasting and Analysis to develop and implement load research and analysis strategies that meet company’s current and future internal and external needs.

Essential Responsibilities

  • Develop jurisdictional load research studies and conduct analysis to meet needs of business units and comply with regulatory requirements, including support of rate design, cost allocation, DSM program planning, product development, marketing program evaluation, capacity purchases, and jurisdictional peak forecasting.
  • Manage the development of strategies to ensure effective load research and load analysis in a rapidly changing environment. Manage the collection, cleaning, storage, and analysis of large amounts of energy usage data to draw conclusions and gain actionable insights. Stay abreast of new developments in all load research software and Big Data tools. Manage cross-functional, multi-phase research projects in order to create new products and analyze effectiveness of technologies and programs. Develop proposals to achieve company’s regulatory objectives in jurisdictions implementing AMI.
  • Recommend long-term goals for the Load Research unit. Administer all corporate policies and procedures, including the Load Research O&M departmental budget and annual business plans.
  • Initiate and maintain effective communication between the Load Research unit and other departments to ensure that business information requirements are being met and regulatory information coordination occurs. Ensure that necessary load data is metered and collected efficiently by coordinating efforts with other departments. Provide expert technical and theoretical consulting with business units on load research and load analysis issues and develop proposals and solutions that support business unit objectives.
  • Act as a liaison to other utilities, regulatory agencies, customers, and other stakeholders regarding load research and load analysis. Ensure the provision of timely, accurate, and persuasive information regarding load research and load analysis matters. Ensure effective advocacy of company’s positions. Prepare and direct staff on creating reports, filings, and testimony. Serve as expert witness in regulatory proceedings for matters related to Load Research.
  • Manage the selection, training, evaluation, and development of employees within the department to assure optimum attraction, retention, and motivation of employees. Prepare and conduct performance reviews for Load Research unit staff. Ensure a high level of competency and performance throughout the Load Research unit.

Minimum Requirements




  • Bachelor’s Degree in Mathematics, Statistics, Economics, Business or a related field and a minimum of five years load research experience.
  • Advanced degree in one of the above areas is desirable.
  • Experience in analysis, statistics, computer applications and Big Data tools such as SAS, RapidMiner, R, Python is required.
  • Experience with Load Research tools such as Load Analysis is preferred.
  • Experience and wide knowledge of utility rates, regulatory agreements and commitments, and electric and gas systems is necessary.
  • Experience serving as an expert witness in load research regulatory proceedings is strongly desired.
  • Strong written and verbal communications skills are essential.
