Siting & Land Rights Manager Job

Position Summary

Directly supervise employees within the assigned work group in order to compile land use and regulatory criteria in order to plan and site electric and natural gas facilities; acquire land, easements and permits to allow their construction; monitor agreement and permit compliance; settle construction damages and establish project files, records and reports. Responsible for the preparation and delivery of presentations during public governmental regulatory hearings. Provide expert testimony in condemnation hearings to obtain land rights through eminent domain. Administer all land rights maintenance activities including facility relocations; encroachment issues; easement releases; legacy document management, storage and retrieval and the S&LR land rights database. Oversees contract agents to ensure compliance with company standards and procedures.
 

Essential Responsibilities

 

  • Directly supervise employees and contractors within the assigned work group. This includes direction of day-to-day activities, assignment of projects, performance reviews and associated personnel issues. Provide technical guidance and direction to ensure timely completion of work and compliance with company policies, standards and regulatory requirements. Assists in development of budget forecasts and tracking of budgeted expenditures for the jurisdictional work group.
  • Land and Right of Way Acquisition: Prepare documents and applications, negotiate to acquire land rights and permits necessary to allow the physical location of company facilities. Condemnation: Partner with the law department to prepare condemnation actions, and testifies as an expert witness in condemnation hearings to establish the company’s necessity to appropriate land to construct its facilities.
  • Siting and Permitting: Identify, contact, make application and present company projects to local municipal or county jurisdictions as appropriate and corresponding planning commissions and councils at public hearings in order to obtain local approval to site and construct company facilities. Facility Siting: Provide land use and permit acquisition input to the planning area to determine the feasibility, location and scope of proposed company facilities.
  • Utilize and direct contractors to successfully acquire the land and permit rights required by the company to construct and maintain its facilities.
  • Manage preparation of all applications and negotiations for permits from federal, state and local government agencies for approvals to construct major energy facilities. These include necessary land use and environmental permits from local, state and federal government jurisdictions.
  • Act as expert witness in preparing and presenting written and oral testimony in state certification proceedings (CON, CPCN, CCN) and other regulatory proceedings.
  • Maintain a high level of technical knowledge and understanding of applicable federal, state and local land rights laws, codes, ordinances and regulations. Implement effective negotiating strategies and techniques in order to secure land rights at a fair and equitable cost.

 

Minimum Requirements

 

  • Bachelors Degree in Land Use, Urban Planning, Real Estate, Law or related field or a combination of education and experience.
  • Five or more years experience in siting, permitting, land and right of way acquisition and land rights maintenance.
  • Extensive knowledge of real estate law, appraisal, negotiation and land survey.
  • Experience with land rights databases, engineering, design, and construction activities associated with electric and natural gas utility facilities.

 

Preferred

 

  • Experience with Local, State and Federal permitting activities
  • Demonstrated skills in technical writing, verbal communications, negotiations and project management skills.

The anticipated starting base pay for this position is: $100,000 to $142,000 per year
