Position Summary

Responsible for development and advocacy of security and resilience policy matters for Xcel Energy. Develops and executes a strategy for shaping security and resilience policy outcomes that align with the company’s objectives. Establishes relationships and works with government agencies, senior governmental leadership, industry groups, public/private partnerships, and other external stakeholders who have significant impact on Xcel Energy’s security, resilience, and business continuity objectives. Serves as a senior policy advisor to Xcel Energy executive leadership and business areas on security and preparedness policy. Acts as policy liaison to the Vice President, Chief Security Officer, and Enterprise Security Services organization.


Essential Responsibilities
  • Proactively shapes policy and regulatory outcomes that align with the company’s programs to address cyber and physical security and resilience. Provide strategic direction, coordination and outreach on national security and resilience program and policies.
  • Provide leadership and engagement with key federal security initiatives. Represent the company in a leadership role before Congress, state legislatures, DOE, DHS and other government agencies, and trade associations to enhance the security and resilience of the nation’s energy system consistent with the company’s security and resilience objectives. Work with state and federal Governmental Affairs and Regulatory teams to develop and influence legislative and regulatory initiatives related to security and resilience.
  • Provide policy insight and direction to Xcel Energy executive team on national, regional and local security policy issues. Provide education and awareness on national security, preparedness and resilience programs, plans and policy. Support the Chief Executive Officer on National Infrastructure Advisory Council and the Electric Subsector Coordinating Council.
  • Identify best practices on resilience policy from industry and other critical infrastructure owner and operators. Establish and maintain a clearinghouse for security policy related topic and foster collaboration with internal and external stakeholders.
  • Identify and lead internal resources to support security policy decision making through analysis of key risks and security approaches and techniques. Act as policy liaison to the Chief Security Officer and the Enterprise Security Services organization.
  • Participate in classified briefings on threat issues with federal intelligence agencies and work with the Enterprise Security Services organization to provide feedback to Xcel Energy business areas.
  • Align security and resilience programs and policies to energy sector reliability regulatory requirements.

Minimum Requirements
  • Bachelor's degree in Homeland Security, Public Policy, Information Security, Physical Security, Technology , Information Security, Computer Sciences, Engineering or related field.
  • 10 years’ experience in military, intelligence, security, public policy, or government.
  • Current government security clearance or ability to obtain a security clearance at the secret level.
  • Demonstrated verbal/written communication and presentation skills.
  • Demonstrated ability to effectively communicate information and recommendations to management.
  • Demonstrated leadership skills. Proven problem solving skills.
  • Ability to excel in a team environment.
  • Strong negotiation skills.
