Position Summary:
The Community Resilience Manager is responsible for building and maintaining effective relationships with the Office of Emergency Management (OEM), Disaster Assistance Managers and other key stakeholders to support various emergency response efforts within the Operating Company (OpCo). This role focuses on ensuring strong collaboration and communication between the OpCo and local communities to enhance preparedness, response, and recovery from all escalated events, including wildfires, snowstorms, wind events, and other emergencies. Remain knowledgeable about major initiatives within the OpCo, including transmission rebuilds, regulatory filings, and other business initiatives to ensure alignment for outreach and strategy for our communities.
Essential Responsibilities:
- Relationship Management & Strategic Partnership:
- Serve as the primary liaison between the OpCo and OEMs, First Responders, and key interest groups that support local emergency response efforts.
- Develop and maintain strong working relationships with emergency management officials, fire agencies, first responders, and community leaders.
- Coordinate with internal teams and external partners to ensure alignment on emergency response plans and strategies.
- Manage and maintain relationships with Critical Facilities/Customers, ensuring they have robust emergency response and backup plans.
- Continually update the list of Critical Facilities/Customers and collaborate with OEMs on their community emergency plans. Ensure strategic alignment with other internal groups.
- Emergency Preparedness and Response:
- Lead the development and implementation of emergency action plans, PSPS Emergency Management Coordination, community outreach and engagement plans related to various emergency scenarios, including wildfires, snowstorms, and wind events in collaboration with varying Xcel Energy departments.
- Educate and engage communities on emergency preparedness, public safety power shutoff (PSPS) procedures, and response protocols.
- Collaborate with community response agencies during emergencies to support public safety and emergency response. Serves as the main point of contact during emergency events, coordinating with OEMs and other emergency response agencies.
- Incident Coordination:
- Facilitate communication and resource deployment to support affected communities during and after emergency events. Ensure timely and accurate information is being provided to stakeholders and the public regarding emergency risk, mitigation efforts and response procedures.
- Community Support and Engagement:
- Develop and manage community service involvement and support initiatives related to emergency preparedness and response. Participate in community meetings discussing and gathering feedback on emergency response plans. Provide leadership and support for community-based organizations and initiatives focused on enhancing community resilience to emergencies.
- Internal Coordination and Communication:
- Work closely with OpCo’s internal teams, including operations, communications, and customer care, to ensure a coordinated approach to emergency response.
- Manage and Partner with internal communications department to streamline community interactions, ongoing investigations, and work plans related to emergency preparedness.
- Develop and deliver training and educational materials for internal and external stakeholders on emergency response strategies and preparedness.
- Monitoring and Reporting:
- Track and report on the effectiveness of emergency response and community engagement efforts. Providing regular updates to OpCo leadership on status of emergency response initiatives and community resilience efforts.
- In partnership with the Community Relations team, identify and address potential issues or conflicts between OpCo and community stakeholders.
- Training and Certification:
- Maintain certifications and knowledge required for effective emergency management and disaster response.
Required Qualifications:
- Bachelor's degree in business, Disaster Science and Management, Emergency Response, Emergency Management, Emergency & Disaster Management, Meteorology, or related field.
- Years of applicable experience may be substituted in lieu of a degree. Ten (10) or more total years of experience, consisting of five (5) or more years of experience managing emergency preparedness and response programs/procedures and five (5) or more years of community/government affairs experience/public relations and or/communications.
- Previous wildfire mitigation or emergency management experience preferred.
- Experience working with a utility, government agency, or other regulated industry preferred.
- Strong written, verbal, and interpersonal communication skills.
- Ability to work on complex issues in a public setting.
- Must be proficient in use MS Office Suite.
- Travel up to 50% of the time may be required, including local travel and travel to company locations.
Preferred Qualifications:
- Possesses or able to obtain certification in community emergency response, e.g. emergency Planning Professional (EPP), FEMA's Emergency Management Professional Program (EMPP) and the International Association of Emergency Managers (IAEM). Certification status to remain 'in good standing' throughout duration of time in position.
- Experience supporting numerous teams, across departments, while leading outreach efforts to key stakeholders
- Familiarity with the energy, utility, or public policy space
- Strong data literacy or comfort with tools like SAP, CRM, NMS and GIS

Non-Bargaining
The anticipated starting base pay for this position is: $95,200.00 to $155,200.00 per year
