Position Summary
The primary responsibility of this position is the management of Substation processes and documentation required to support all Xcel Energy regulatory oversight and execution of internal processes of the NERC, FERC or CIP Compliance Programs. This position assists in the development of work management system data elements supporting the operations areas where specific equipment work, condition assessments and cyber vulnerability assessments will be performed.
Essential Responsibilities
Process and Controls Awareness. Working knowledge of NERC policy, standards, processes and controls. Effectively manages the oversight of field work and/or programs to maintain compliance with defined control oversight processes and standards. Provides expertise in the integration of data related to the end-to-end business processes. Provides guidance to the field technical resources in support of the substation asset tracking program. Identifies and is able to apply process and controls knowledge to meet compliance requirements; is able to ensure process requirements are met and/or issues are escalated, classified and documented properly. Proactively creates hypothesis and defines necessary data extractions and documentation to validate hypothesis. Is responsible for the design, implementation and documentation of the technical performance data reflected in all the electronic files.
Project Management. Assists the Lead Substation Engineering-OT and the Substation Engineer-OT with the complex substation technical processes, including asset categorization assignments, as required. Coordinates technical design additions, changes and/or removals of substation assets with areas of Transmission and Substation Engineering, Project Management and the Compliance Team to maintain asset inventory data integrity, work management master data element requirements and change control oversight, as required. Plans and schedules daily work for self and other Compliance Analysts to meet established schedules.
Customer Relationship Management. Communicate with customers regarding regulatory and/or compliance matters. Work closely with Analysts and field technicians to ensure they have appropriate access to the work management tools. Assists the Substation Protection Engineering, Communication Engineering, Commissioning Engineering, and Compliance Engineers-OT as part of the operations Compliance Program administration and change management oversight of Transmission and Distribution asset standards.
Minimum Requirements
Bachelor's Degree in Engineering or Technical Degree in Electronic Sciences and 8 plus years' experience with substation equipment protection and data modeling may substitute for the engineering degree.
Minimum of 6 years utility experience, business/data analytics experience required.
Demonstrated verbal/written communication skills.
Ability to work independently and supervise the work of compliance team resources when required and excel in a team environment.
Must possess problem-solving skills and have a broad knowledge relating to technical data management and analysis.
Demonstrated knowledge of Transmission Substation Equipment.
Preferred Characteristics
Experience working in a NERC CIP compliance role
Obtained Certified Info Systems Security Professional Certificate (CISSP)
Strong passion for cybersecurity

Non-Bargaining
The anticipated starting base pay for this position is: $95,200.00 to $135,200.00 per year
