Position Summary

Direct analysts and planners in the development of strategic resource plans, including need assessment, planning, and negotiation for long-term gas supply, transportation, and storage agreements for Xcel Energy to meet LDC gas customer demand and power generation requirements estimated at $2B/year. Negotiate and manage the administration of natural gas transportation and storage contracts to maximize benefits for gas distribution customers, gas fired generation customers, and shareholders. Lead studies of intermittent electric renewable (wind and solar) generation impacts on the natural gas systems to ensure reliable service. Negotiate settlements and testify in upstream pipeline rate cases, tariff filings, and other matters.

Essential Responsibilities

  • Direct analysts and planners in the development of XE's gas purchase plan estimated at $2B/year of expenditures. Partner with Gas Supply, Legal, and Regulatory in the implementation of the gas plan the meet the needs of customers, regulators, and other stakeholders.
  • Direct team in forecast design to predict customer needs and prevent loss of gas & electric service to customers. Determine the quantity and variety of transportation and storage contracts held across 12 different geographically dispersed pipeline systems. Determine when to modify or purchase additional transportation and storage capacity services for an evolving, complicated portfolio, estimated at $200M/ year of expenditures.
  • Conceive, develop, and defend extensive regulatory filings to recover the costs related to the $2B annual gas fuel budget. Interface with regulators, intervenors, political or special interest groups, customers, and gas suppliers to obtain consensus, support, and/or regulatory approval of resource plans. Provide written and verbal testimony to state commissions as an expert policy and strategy witness on the Company's behalf.
  • Direct financial analysis of interstate and intrastate pipeline rate cases. Develop strategy and prosecute the pipeline case by preparing written testimony and oral testimony in formal administrative hearings to argue for just, reasonable tariff rates and beneficial services from the pipeline. Pursue settlement of rate cases by building coalitions with other pipeline customers, determining financial assumptions and expected case outcomes with other customers, and negotiating key settlement terms with customers, FERC or state commission staff, and pipeline officials. Serve as the company spokesperson for the larger customer community in these negotiations.
  • Partner with the Gas Supply Manager and Gas Buyer/Traders to evaluate market opportunities and perform analysis on proposed transactions.
  • Coach and develop staff to maintain a high level of expertise in all segments of the natural gas industry, including gas buying, gas production, gas system infrastructure development, long-term gas pricing trends, alternative fuel analysis, and the electric generation operations.


Minimum Requirements

  • BS degree in Economics, Finance, Mathematics, Engineering, or closely related field. Master's degree preferred. Equivalent work experience may be accepted in lieu of degree.
  • Minimum of 8 years of natural gas or electric industry experience preferably in resource planning, financial analysis, or regulatory matters. Must have financial analysis skills and advanced written and oral communication skills to prepare testimony and negotiate contracts.

The anticipated starting base pay for this position is: $125,900.00 to $178,766.00 per year
