Position Summary

Responsible for coal, biomass, fuel oil and RDF (separately or generally referred to as "fuel") planning and fuel administration for PSCo, NSP & SPS jurisdictions as well as all Xcel Energy Over-The-Counter procurement transactions.

Essential Responsibilities

  • Negotiate terms and conditions of fuel supply, fuel transportation, and fuel handling contracts as delegated by Fuel Supply Operations management.

  • Evaluate fuel quality characteristics for recommendation in testing programs. Research market trends and maintain market awareness. Develop coal price forecasts. Maintain knowledge of fuel industry related regulatory, legislative and judicial proceedings and is responsible for these activities related to fuel supply as assigned. Calculate the official Max Daily Burns for each coal fired unit.

  • Provide technical expertise to evaluate fuel combustion characteristics and generating unit performance based on unit design and fuel quality data. Interface with power plant personnel regarding operations related to fuel usage. Develop and implement coal testing programs to optimize use of coal supplies.

  • Provide contract administration to assure vendor and company contract compliance and resolve contract disputes related to fuel.

  • Issue RFPs for fuel acquisition and fuel related services and evaluate responsive bids. Provide recommendations to select vendors and complete bid awards.

  • Assist in development of strategy for solid and liquid fuel supply, fuel transportation/logistics, and fuel administration. Develop and evaluate fuel-related projects requiring capital investment, coordinate project approval.

  • Provide data and testimony for regulatory requests related to fuel supply as directed by Fuel Supply Operations management.

  • Prepare fuel supply information for production budgets, Board of Director presentations, fuel plan presentations for coal plant staff, 10K reporting, etc.


Minimum Requirements

Principal Fuel Portfolio Analyst Coordinator ($92,300 - $130,567)

  • Bachelor's degree in Engineering, Mining, Economics, Accounting, Mathematics, Applied Sciences or related fields or equivalent experience.

  • Minimum of five years fuel or energy experience.

  • Engineering and/or logistical experience preferred.

  • Contract experience required.

Fuel Portfolio Analyst Coordinator ($81,000-$115,867)

  • Bachelor's degree in engineering, finance, or related field or equivalent experience.

  • Minimum of 3 years of experience in the energy industry. Coal, power, energy and/or transportation experience desirable.

  • Significant experience working on detailed technical matters, complex modeling, and the optimization of commodity and transportation services contracts. Strong analytical, organizational, and communication skills.

The anticipated starting base pay for this position is: $92,300.00 to $130,566.66 per year
