Position Summary
Manages, develops, and implements procurement plans and strategies to support forecasted needs for nuclear fuel commodities including uranium concentrates, conversion, enrichment, and fuel fabrication services including engineering & licensing services to install and operate nuclear fuel assemblies. Establishes and implements strategies for negotiating and administering contracts in accordance with corporate policies.
Essential Responsibilities
Manages the coordination of nuclear fuel reload cycle planning (scope of 8-10 yrs.) for all reactor units to ensure compliance with all fuel supply contract requirements.
Issues bid requests and reviews proposals for nuclear fuel supply. Leads all nuclear fuel contract negotiations. Obtains technical, legal, insurance & risk reviews in accordance corporate policies. Presents and defends contracts to the Transaction Review Committee as required.
Develops and maintains internal/vendor relationships as the primary contact throughout the duration of the contracts. Monitors and controls all contractual commitments to ensure that all work is being performed in accordance with the terms of the contract.
Conducts periodic meetings to review progress, discuss/resolve issues with vendors and internal stakeholders.
Provides nuclear fuel price forecasts for capital budgets/fuel expense budgets. Addresses inquiries by internal/external auditors and state regulators regarding price forecasts, contracts & transactions on behalf of Xcel Energy.
Maintains awareness of ever-changing nuclear fuel supply market trends and represents Xcel Energy through participation in industry organizations.
Minimum Requirements
Minimum 8 years utility and/or nuclear industry experience.
Bachelor’s degree in engineering OR related technical field, OR equivalent experience and education.
Experience in negotiating and administering contracts.
Business travel is required up to approximately 20% of time.
Strong analytical, organizational, and communication skills are a must.
Preferred Requirements
5+ years' experience with nuclear fuel supply.
Experience in utility/financial forecast modeling.
Technical knowledge of nuclear generation and safety-related systems, nuclear fuel, core design, nuclear fuel safety and licensing requirements, nuclear fuel purchasing methodologies, and government regulations.
Project management experience with long-term projects (8 to 10 years).
Experience managing nuclear fuel fabrication contracts.
Experience with nuclear fuel conversion service contracts
Experience with Nuclear fuel enrichment contracts.
Experience in nuclear fuel design.

Non-Bargaining
The anticipated starting base pay for this position is: $105,000.00 to $150,000.00 per year
