Position Summary

Provide leadership and oversight of the Treasury function, including: Financial Policy, Capital Markets Issuance and Management, Cash Management, Insurance and Investing. Maintain relationships with the bank group. Develop and execute financing plans.  Provide written and verbal testimony in regulatory proceedings with respect to financial integrity, capital structure, credit ratings and meetings, and cost of capital in regulatory proceedings. Provide financial leadership and strategic advice to senior management and the Board of Directors. Develop and manage a team of financial professionals.

Essential Responsibilities

  • Develop and execute financing plans. Lead/oversee bank financing, credit facilities, debt and equity issuances.  Provide oversight of document preparation and compliance, due diligence, pricing, rating agency review, and regulatory filings/compliance.
  • Lead development of testimony in various regulatory proceedings related to financial integrity, capital structure, credit ratings and meetings, and cost of capital.  Respond or provide oversight to regulatory data requests.  Testify in various regulatory proceedings related to financial integrity, capital structure, credit ratings and meetings and cost of capital.
  • Direct the company's working capital management, issuance of commercial paper, cash forecasting, and capital structure management activities.
  • Develop and manage banking relationships.
  • Provide strategic advice and analysis to senior officers and Board of Directors on financial matters.  Present to the Board of Directors on dividend policy, financing plans, and investment performance. Respond to media interviews on financial topics.
  • Provide overall direction/vision and leadership of insurance program.
  • Provide overall direction/vision and leadership of pension, nuclear decommission, 401(k), and VEBA investment programs.
  • Develop and manage a team of financial professionals.

Minimum Requirements

  • Bachelor's degree with a concentration in finance, accounting, business or economics. MBA and/or CPA preferred.
  • At least 15 years of work experience in finance, investment analysis, capital markets, or utility regulation.
  • Thorough understanding of investment analysis, capital structure, capital markets, and financial instruments.
  • Thorough understanding of utility regulation and the ability to testify before state commission on financial integrity, credit capital structure, credit ratings, credit metrics, and cost of capital.  
  • Demonstrated financial planning, analysis, and strategy development skills. Strong computer modeling, quantitative, and analytical skills.  
  • Strong communication skills, presentation abilities, executive presence, and ability to think quickly.  
  • Ability to remain calm and collected in pressure situations.
  • Excellent leadership skills. Ability to travel and work extended hours.

The anticipated starting base pay for this position is: $300,000.00 to $330,000.00 per year
