Position Summary:
The Legislative & Regulatory Policy Manager is responsible for helping manage Xcel Energy's relationship with the Legislature, the Governor's Office and the Public Utilities Commission. Outcomes from this position include proactively identifying issues of significance to Xcel Energy and the customers and communities served in the state, and initiating successful efforts that benefit the Company, its customers and communities. Efforts include protecting the company's and customers' interests before the legislature and helping to manage and resolve regulatory matters before the Public Utilities/Service Commissions. This role must gain the cooperation of a range of other employees to utilize their expertise in the completion of these tasks.
Essential Responsibilities:
Lead the development, coordination, and execution of complex regulatory matters, including filings, testimony, discovery responses, and case strategy, ensuring accuracy, consistency, and alignment with Company objectives.
Serve as a primary advocate for the Company before legislatures, public utilities/service commissions, and other regulatory forums, representing Company positions and advancing outcomes that benefit customers, communities, and the Company.
Monitor, analyze, and anticipate political, legislative, and regulatory developments; proactively identify risks and opportunities; and recommend strategies to protect and advance Company interests.
Develop and lead regulatory and public policy positions in partnership with internal subject matter experts and business leaders, coordinating Company resources to support effective engagement with regulators and government stakeholders.
Build and maintain strong relationships with regulators, legislators, executive branch officials, and key stakeholders; develop executive level messaging and briefings; and manage staff, budgets, lobbying activities, and required compliance filings.
Minimum Requirements:
Bachelor’s degree in communications/public affairs, business, engineering, and/or policy.
8-10 years of public/media relations and policy experience.
Excellent interpersonal skills, communication and persuasion skills are necessary.
Technical knowledge of utility industry, as well as understanding utility finance and business acumen.
Demonstrated leadership abilities, including decision making and planning.
Must be willing to work on a non-traditional schedule to accommodate the legislative session as well as other meetings with legislators, regulators, the media, and the public.
Strong writing, MS office proficiency, ability to work under tight deadlines.
Preferred Qualifications
Completion of an accredited MBA or JD program.
