This position can be based in Minneapolis, MN, or Eau Claire / Chippewa Falls, WI, on a hybrid (4 days per week in office) work schedule.

Position Summary:

The Projects Engineering Manager leads the development, implementation, and governance of engineering standards, design practices, and technology strategies that support capital projects across the Energy Supply fleet. This role provides technical leadership for major capital investments—including complex, multi‑year programs—and ensures engineering excellence across both existing generating assets and supports the commissioning and support of new and re-powered projects.

Essential Responsibilities:

Engineering Standards Governance:

Develop, maintain, and enforce engineering standards, design criteria, and technical processes used across all Energy Supply capital projects. Direct conceptual and detailed design engineering activities, ensuring consistency, quality, and alignment with regulatory, industry, and internal requirements. Evaluate and qualify engineers, consultants, contractors, and suppliers for technical competency and compliance.

Capital Project Leadership:

Leads and directs project and portfolio management for highly complex projects, programs, and portfolios, with accountability for schedule, budget, risk, change, opportunity, and resource allocation. Provides strategic and tactical leadership to support successful delivery and drives continuous improvement in project and portfolio implementation.

Lead engineering activities for base capital initiatives, including equipment replacements, facility upgrades, and repowering projects. Ensure engineering solutions support market competitiveness, long‑term reliability, operational readiness, and lifecycle cost optimization. Coordinate engineering needs with transmission and fuel infrastructure planning.

Technology Strategy and Innovation:

Evaluate emerging technologies and design approaches that enhance plant performance, efficiency, reliability, and environmental stewardship. Support engineering oversight for projects included in long-range capital plans (5‑ and 10‑year horizons). Represent Energy Supply on internal technology committees and external industry groups to maintain awareness of cutting‑edge practices.

Equipment Standards and Quality Assurance:

Establish and uphold fleet-wide equipment specifications and technical codes applicable to thermal, renewable, and emerging-generation assets.

Ensure contractors and vendors execute work in compliance with Energy Supply standards and documentation requirements.

Leadership of Internal and External Engineering Teams:

Provide direct leadership, mentorship, and performance management to internal engineers. Leading and managing a large and complex multi-disciplinary group of engineers; including mechanical, civil, electrical, structural, environmental engineers. Oversee and guide architect‑engineer firms delivering design, technical, and construction support services. Defines and implements effective workflows, accountabilities, resource requirements, and reporting relationships to maximize project and portfolio implementation efficiency and effectiveness. Develops and directs implementation processes for the multi‑year Energy Supply project and portfolio workbook plan, including establishment and management of service level agreements and coordination of internal and external service providers. Provides day‑to‑day leadership of project engineers, project managers and portfolio managers to ensure delivery within approved scope, schedule, and forecast parameters.

Regulatory & Industry Expertise:

Maintain functional knowledge of ASME, EPA, DOE, FERC, NERC, OSHA, and other regulatory frameworks applicable to emissions, technology selection, and system performance. Understand the evolving landscape of renewable energy, carbon‑free technology, and transmission system requirements.

Minimum Requirements:

  • Bachelor of Science Degree in Engineering required.

  • 8+ years of experience in design engineering and/or power plant operations and maintenance.

  • Experience with project development, scheduling, cost estimating, budgeting, financial analysis, and contract development.

  • Broad working knowledge across civil, mechanical, and electrical engineering disciplines.

  • Professional Engineer (PE) license preferred.

  • Project Management Professional (PMP) certification preferred.

  • Previous management experience preferred.

The anticipated starting base pay for this position is: $129,000.00 to $183,200.00 per year
