Xcel Energy is looking to fill a Distribution Dispatcher B Training or Dispatcher position for our Lubbock, TX location. 


Knowledge of construction, operations, maintenance, design fundamentals and restoration techniques of electric distribution systems. Ability to interpret engineering drawings and read maps. Extensive use of computer systems will be required. Must be able to speak clearly and distinctly to communicate orders by telephone and radio. Must be able to write legibly. Must be able to make ordinary arithmetical computations accurately and with reasonable speed.



  • Monitor and operate the electric distribution grid through SCADA (System Control and Data Acquisition), NMS (Network Management System) and respond to all alarms accordingly and issue clearance orders to construct, repair and restore the distribution electric grid. Both systems are CIP (Critical infrastructure Protection) at the Distribution and Bulk Electric System level.
  • Direct and dispatch field personnel for all outage and non-outage emergency orders.
  • Acquire emergency responders and outage response through ARCOS (Automated Roster Callout System) 24/7/365.
  • Monitor SOC (Security Operations Center/CIP) cameras for the Frankford complex Service Center in Lubbock, TX.
  • Issue and direct all written, verbal, and hot line clearances on the electric distribution system scheduled or emergency.
  • Reconcile all outage orders for time, accuracy, cause, and any details required by regulatory entities.
  • Dispatch all follow on work orders for capital repairs (outage and emergency).
  • Notify key leadership of operational emergencies and liabilities such as company personnel or public contacts with electric distribution circuits, wildfires, CIP intrusion, public accidents involving Xcel facilities.
  • Field emergency calls from local public officials such as law enforcement, fire, department of transportation, or any emergency response entity.
  • Work integrally with Transmission operations on real time basis for integrity of the bulk electric system status.
  • Solely responsible for swift and directive action regarding all emergency issues. Emergency defined as: Potential for loss of life, injury, destruction of property, or electrical system integrity.
  • Rotate to any control zone as scheduled or called in for escalated operations.

Distribution dispatchers work a rotating 12-hour shift (7 -7) with a half hour shift hand off. They rotate from nights to days each shift period. The shift schedule as follows:

  • 4 on, 5 off
  • 5 on, 4 off
  • 5 on, 5 off

During normal business hours Monday through Friday a minimum of three operators (dispatcher) on duty with ancillary support staff and leadership of up to four if working directly in control room. After hours (the night shift is typically staffed with two operators unless operational conditions warrant extra staff). Weekend day and night only require two on duty and may have three.

The distribution dispatchers work in a CIP environment that is isolated and protected according to NERC and FERC requirements. This area is in the lower level of the Lubbock Operations building located on the SPS, Frankford Service Center complex in Lubbock, TX. This position requires strict attention to detail, clear concise three-way communication by phone and radio, compose/log and direct all switching orders to ensure system integrity. This position requires managing and prioritizing competing tasks.

This position can be very stressful and can change on a moment notice with no warning based on real time disturbances and occurrences on the electric distribution system.



If selected, the employee must agree to reside within a 20-mile radius of the Distribution Control Center.



A high school diploma with a minimum of five years’ experience in electric distribution or transmission operations required.




A minimum of five years’ experience in electric distribution or transmission operations required. Journeyman lineman, electrician, meterman, or relay technician certification preferred.
